This Request for Proposal (“the RFP”), is an invitation by the Toronto Transit Commission (“TTC”) to Proponents to deliver a Confidential and Anonymous Reporting System (CARS).
The TTC’s objective is to implement a whistleblower solution that enables employees and stakeholders to safely, confidentially, and anonymously report ethical concerns and communicate without fear of retaliation. The solution will provide:
• A secure and confidential channel for reporting concerns, including anonymous reporting and two-way communication capabilities.
• Timely, fair, and independent intake, assessment, and triage of reported matters.
• Comprehensive case management functionality, including case status tracking, categorization, aging, assignment, and routing.
• Early identification, mitigation, and remediation of risks to help protect the organization.
• Strictly controlled access to information, granted only on a need-to-know basis to safeguard confidentiality and integrity.
