The Council deliberated on several administrative and legislative matters, including the passage of various bylaws such as the Housing Agreement Bylaw, Permissive Tax Exemption Amendment Bylaw, and amendments to the Building Permit Fees and Charges. Key approvals included the renewal of a cannabis retail temporary use permit and an amendment to the Whistler Community Services Society Ground Lease to allow for extreme weather emergency shelter operations. The Council also processed multiple committee reappointments and reviewed extensive correspondence regarding municipal infrastructure, climate action funding, density regulations, and requests for bridge lighting and community proclamations.
The Advisory Design Panel conducted a meeting to address several development and rezoning applications. Key agenda items included a development permit for courtyard and patio improvements at the Fairmont Chateau Whistler, a storefront reconfiguration and art installation proposal for the Lululemon store at Crystal Lodge, and a rezoning application for a mixed-use residential development at 4500 Northlands Boulevard. The Panel provided feedback on site planning, building design, landscape, and material choices for these projects, issuing resolutions for each case. Additionally, the Panel received updates on other ongoing development projects and neighborhood planning.
The Committee of the Whole discussed two main presentations. The first involved a proposed municipal bylaw regarding rights-of-way occupation and alteration, for which the committee recommended drafting the bylaw for future council consideration. The second presentation provided an update on the regulation and enforcement of e-mobility devices, which the committee received for the record.
